Counter counts element frequencies. 'hello' has: h=1, e=1, l=2, o=1. most_common(n) returns a list of (element, count) tuples sorted by count descending, limited to n items. The top 2 are ('l', 2) and then either ('h', 1), ('e', 1), or ('o', 1) - in CPython they come in insertion order for ties, so ('h', 1) is second.
