IS NOT NULL keeps only rows where the column has an actual value. Alice and Carol both have NULL manager_id, so they are excluded. Bob (manager_id = 1) and Dave (manager_id = 2) pass the filter. Just as with IS NULL, you cannot use != NULL here - that comparison is always UNKNOWN.
