CHECK constraints use the opposite rule from WHERE. WHERE accepts only TRUE; CHECK rejects only FALSE. When age is NULL, NULL >= 18 evaluates to UNKNOWN - and UNKNOWN is not FALSE, so the constraint does not reject the row. This asymmetry is intentional: a CHECK constraint is meant to catch values that are definitely wrong, not values that are uncertain.
