A bare raise inside an except clause re-raises the current exception without modifying it. process() logs the error, then re-raises so the caller can handle it too. The outer try/except catches it and prints 'caught: oops'. This pattern is common in middleware and logging layers: catch to log or add context, then re-raise so the original exception propagates up the call stack.
